Fan-out targets persist in /data/webhook-proxy.json (survive restart). Incoming /webhook-proxy/webhook is posted to each URL. Last 100 webhooks stay in memory (not persisted): delivery per target, replay, copy as curl. Ignore rules skip fan-out but still appear in the list. Path stats (24h / 30 min) and skipped counts flush to disk every 15s when dirty.
